WCB Standard OFA1: Certification of Occupational First Aid Attendants

The WCB Standard OFA1 has been revised to reflect certain changes that have arisen out of the development of a harmonized first aid standard for the four western Canadian provinces and two western territories.

The changes are to the duration of all levels of occupational first aid certificates (increasing to three years) and the elimination of the mandatory medical certificate of fitness for candidates for the Level 2 and Level 3 examinations. Candidates will be required to complete a self-disclosure statement of fitness in order to take a Level 2 or 3 examination. Medical certificates may still be required by an employer or by a Board officer. This standard is accessed through G3.14 First aid attendant certification, qualifications, and general responsibilities and G3.21 Suspension and cancellation of first aid certificates.

First aid requirements

1. Alberta

Definitions

Close Work Site means a work site that is not more than 20 minutes' travel time from a health care facility under normal travel conditions using the available means of transportation.

Distant Work Site means a work site that is more than 20 minutes', but less than 40 minutes', travel time from a health care facility under normal travel conditions using the available means of transportation.

Isolated Work Site means a work site that is more than 40 minutes' travel time from the work site to a health care facility under normal travel conditions using the available means of transportation.

Emergency First Aider means a person who holds a certificate in Emergency First Aid from a training agency.

Standard First Aider means a person who holds a certificate in Standard First Aid from a training agency.

Advanced First Aider means a person who holds a certificate in Advanced First Aid Level #1 from a training agency or who is an Emergency Medical Responder (EMR) or Emergency Medical Technician (EMT).

Emergency Medical Technician-Paramedic (EMT-P) means a graduate of a training course at the Emergency Medical Technician-Paramedic level who is a member of the Alberta College of Paramedics.

Training Agency means a person or organization that enters into an agreement with the Director of Medical Services to deliver first aid training that meets standards that the Director of Medical Services adopts in consultation with the Joint First Aid Training Standards Board, for a certificate in Emergency First Aid, Standard First Aid or Advanced First Aid Level #1.

2. British Columbia

Effective February 1, 2008, new minimum levels of first aid came into effect. In Schedule 3-A, the following definitions have been created:

"ambulance service" means an ambulance service acceptable to the Board;

"hospital" means a hospital within the meaning of the Hospital Act or a diagnostic and treatment centre where the hospital or centre has

(a) an emergency department or resuscitation area, and

(b) a physician on duty or immediately available on call.

In addition, new charts have been added so there are different levels of first aid service that are based on how long it takes to transport an injured person to a hospital and the number of workers per shift.

In terms of the tables below, where there is “Level 2 first aid certificate” under column 3 [noted with an double asterisk (**)], a Level 3 first aid certificate is required and an Emergency Transportation Vehicle ("ETV") must be provided, if:

(a) there is on the access route to the workplace an obstruction, barrier, rough terrain or other similar circumstances likely to delay the arrival of an ambulance service for more than 20 minutes after it was dispatched, or

(b) there are areas in the workplace which an ambulance service cannot safely access, and for which workers at the workplace are required by this Regulation to be trained, equipped and capable of effecting rescue.

Note 2: British Columbia requires employers to conduct an assessment of the workplace to determine the level of First Aid service required; provide adequate first aid equipment, supplies, facilities, attendants, and services; and develop written first aid procedures. Refer to the OHS Guidelines Part 3 for details regarding these requirements.

2. Low Hazard Work is work of an administrative, professional or clerical nature that does not require substantial physical exertion or exposure to work processes, substances or other conditions that are potentially hazardous.
